• Va sancito, anche nel rapporto di lavoro, il diritto individuale alla formazione che deve essere sostenuto con incentivi specifici agli interessati, lavoratori e imprese, per finalizzare meglio gli interventi e rompere le logiche autoreferenziali delle offerte formative.

• L’offerta del sistema va qualificata con interventi volti ad assicurare, secondo regole comuni su tutto il territorio nazionale, un sistema di certification of skills and higher standards for accreditation of public and private entities that provide training;

A tal fine le prestazioni economiche previste per i casi di disoccupazione/sospensione vanno effettivamente condizionate alla disponibilità effettiva dei lavoratori interessati ad accettare offerte di formazione e di occupazione proposte dai servizi all’impiego. Condizioni precise al riguardo vanno fissate in un patto di servizio fra lavoratori beneficiari del servizio e addetti dei servizi all’impiego con responsabilità reciproche definite. A tal fine vanno attrezzati efficacemente i servizi per l’impiego per valorizzare l’integrazione tra politiche attive e politiche passive. Le indennità dovranno essere erogate solo in seguito a periodiche conferme e accertamenti dell’effettivo adempimento degli obblighi contenuti nel patto di servizio;

• La definizione e l’attuazione delle tappe di questo percorso riformatore sono possibili solo con l’impegno congiunto delle istituzioni pubbliche, nazionali e territoriali, delle parti sociali e delle organizzazioni della società civile in una logica di concertazione costruttiva e continua. In tal modo le politiche del lavoro non solo contribuiscono al benessere economico e personale , ma diventano strumento di coesione sociale, coesione che costituisce, essa stessa, un bene prezioso per il progresso e l’equilibrio del paese.
• Le nostre proposte, che si ispirano alle migliori pratiche europee, sono rivolte a tutti i lavoratori, tipici e atipici, subordinati e autonomi. Vanno coordinate con le politiche economiche di sviluppo e riguardano all aspects of labor market policies and welfare:

- the promotion of collective bargaining as the primary source of labor regulation and flexibility;
- a modular system of protections and rights for workers at different stages of life and work in the relationship and the job market,
- Basic training for all young people complemented by professional training to accompany citizens and workers in the course of life, to enrich the knowledge and support employability;
- A system of services Accompanying the work incentives and employment-oriented development of the various actors and different areas of the country;
- A system of income protection che accompagni le lavoratrici e i lavoratori, specie i più esposti a rischi di precarietà, nelle transizioni proprie dell’attuale mercato del lavoro e che si colleghi ai servizi dell’impiego e alla formazione continua con l’obiettivo di attivare tutte le possibilità di impiego e reimpiego;
- Un sistema pensionistico che garantisca tutele economiche eque e sostenibili per tutti i lavoratori, e che sia funzionale a un insieme più ampio di politiche per la vecchiaia attiva;
- Una giustizia del lavoro meno costosa, più efficiente e veloce;
- Un sistema di relazioni collettive di lavoro che promuova la partecipazione delle lavoratrici e dei lavoratori nell’impresa e nell’economia.

A modern vision of the work recognizes the equal dignity of self-employment, the professions, to create enterprise, with supporting policies, resources, tools, those who choose to undertake, to invest on themselves, risking their own, enhance their professional autonomy. And the business world, large-and medium-sized, like the rich fabric of small-businesses need to be decisive player in the process of modernization and growth of Italy.

As a Labour Party has among its tasks the promotion of forms of social enterprises, cooperatives and non-profit.
